Support that happens where life happens.

Three ODP waiver services, each built around the goals in a person’s Individual Support Plan.

01 · CPS

Community Participation Support

Helping individuals build skills, confidence, and independence while participating in meaningful community activities.

  • Finding and joining activities that match the person’s own interests — clubs, classes, recreation, faith and cultural communities.
  • Volunteering at places like libraries, animal shelters, and food banks, building confidence that carries toward work.
  • Making and keeping friendships and connections that last beyond paid support.
  • Practicing the skills that make community life easier: ordering, asking for help, getting around safely.

Our CPS is unlicensed and 100% community-based. There is no facility and no day program building — support happens out in Lancaster County, where everyone else lives their lives.

02 · IHCS

In-Home and Community Support

Personalized support designed to help individuals live safely and independently in their homes and communities.

  • Meal planning, grocery shopping on a budget, and using kitchen appliances safely — stove, microwave, air fryer.
  • Budgeting, cash handling, reading receipts, and working toward savings goals.
  • Getting around: bus and ride-share navigation, and street-crossing safety.
  • Home routines and safety — laundry, cleaning, fire drills, and knowing when and how to call 911.

Companion Services

Compassionate, one-on-one support that promotes social connection, companionship, and daily living assistance.

  • Supervision and support that helps a person stay safe at home and out in the community.
  • Assistance with everyday activities and household tasks.
  • Conversation, shared activities, and outings the person chooses.

Salem Human Services is owned and operated by Simeon Belayneh. There is no call center and no intake queue. The person who answers the phone is the person responsible for the support your family member receives — and the one who will still pick up when a question comes up six months from now.

Being small is deliberate. It means consistent support from people who know the individual, quick answers for Supports Coordinators, and nothing lost between departments.

Quality commitments

  • Reportable incidents entered in EIM within 24 hours
  • Progress reports to the Supports Coordinator every 90 days
  • Documentation for every visit mapped to ISP outcomes
  • 24 hours of orientation before unsupervised contact, and 24 hours of training every year
  • LEIE, SAM, and Medicheck exclusion screening before services and monthly after
